Foreign political intelligence originated in the bowels of the Special Department of the All-Russian Extraordinary Commission (VChK) and took shape as a special unit by the summer of 1920. December 20, 1920 F.E. Dzerzhinsky signed an order to establish the Foreign Department of the Cheka. This date is considered to be the date of birth of foreign intelligence. She was removed from the Special Division of the Cheka and became an independent unit.
