On the obverse of a coin in the inner circle framed by a five-pointed star is a map of Europe, under the top star is the year of minting of the coin 2009, on the outer circle there is a small State Emblem of Ukraine and inscriptions around the National Bank of Ukraine (below) and the Mint National Bank of Ukraine.

The reverse of the coin in the inner circle shows the logo of the Council of Europe, under which is the inscription - 1949 / YEAR, the outer circle contains inscriptions - COUNCIL OF EUROPE, CONSEIL DE L` EUROPE, Council of Europe (below).
