The small State Emblem of Ukraine is depicted on the obverse of a coin in a cartouche, a stylized composition of banknote fragments of that time is placed, on which are the attributes-symbols of the then industries and cultures of the state and the inscription: NATIONAL / BANK / UKRAINE / 2 hryvnia / 2007. Also on the coin is placed logo of the Mint of the National Bank of Ukraine.

Devoted to the first Government of Ukraine - the General Secretariat, which operated from June 15, 1917 to January 9, 1918. The first document that to a certain extent defined the program of government activity was the Declaration of the General Secretariat, developed with the participation and under the guidance of V. Vinnichenko. The basis for the preparation of this Declaration was the I Universal, who solemnly proclaimed a new order of free autonomous Ukraine, in which we will then build our lives.
