The Ministry of Foreign Affairs (MFA) was formed on September 20, 1802 by the Manifesto of Emperor Alexander I. By 1816, the MFA acquired a clear structure that remained stable until the 40s of the 19th century. The head of the Ministry of Foreign Affairs was the second person in state administration after the emperor - the minister of foreign affairs with the rank of chancellor. In 1846, the “Establishment of the Ministry of Foreign Affairs” (Regulations on the Ministry of Foreign Affairs) was adopted, which determined the new structure and functions of the Ministry. According to Article 1 of the "Institutions" "The Ministry of Foreign Affairs has the following subjects: political relations with foreign states, petition for the legal protection of Russian citizens in foreign lands and assistance in satisfying the just harassment of foreigners in their affairs in Russia." Subsequently, the modernization of the structure of the department was carried out repeatedly in accordance with changing political conditions. On February 10, the country celebrates a professional holiday - the Day of the Diplomatic Worker, established by the Decree of the President of the Russian Federation of October 31, 2002. The date of the holiday is associated with the earliest documentary mention (February 10, 1549) of the Ambassadorial Order - the first state structure in the history of the country that was in charge of foreign affairs.
