It is dedicated to the 100th anniversary of the creation of the Ukrainian Navy. The Central Rada in early 1918 adopted a number of important naval laws, which at that time had a declarative nature, including one of the main - the Provisional Law on the Navy. On April 29, 1918, Admiral N. Sablin, the commander of the Black Sea Fleet, taking into account the moods of most Ukrainian sailors, officially proclaimed the entire Black Sea Fleet in Sevastopol and Crimea to the UPR fleet and ordered the Ukrainian flag to be hoisted. This day became outstanding for the Ukrainian state fleet and the holiday of the Ukrainian sea, the day when "the whole Ukrainian flota discovered its belonging to the Motherland."
