The manifesto of September 8, 1802 established the Ministry of Finance, whose duties included "the management of state and state parts, which deliver to the government the revenues necessary for its maintenance, and the general distribution of all revenues for various parts of state expenditures." The manifesto also imposed on the Minister of Finance the obligation "at the end of each year to make a detailed list of general government expenditures for the coming year."
