On February 9, 1923, the USSR Labor and Defense Council adopted a resolution "On the assignment of technical supervision of air lines to the Main Directorate of the Air Fleet and on the organization of the Civil Aviation Council." For a century, outstanding aircraft designers and aviators have defined not only the Russian, but also the global aviation industry. Among them are Andrey Tupolev, Alexander Yakovlev, Pavel Sukhoi, Sergey Ilyushin, Mikhail Mil, and many others.
