The Institute of Legislation and Comparative Law under the Government of the Russian Federation is the oldest multidisciplinary center of legal science, which performs a wide range of theoretical and applied scientific work.
The history of the Institute began in the spring of 1923, when a commission of scientists was formed in the House of Scientists at the first organizational meeting to work on the "examination" of criminals. On June 11, 1923, a resolution was adopted by the Presidium of the Moscow City Council on the creation of the first Cabinet in Russia to study the personality of a criminal and crime. The successful activity of this Cabinet led to the creation on its basis of the State Institute for the Study of Crime and the Criminal. The Institute began its work on October 1, 1925 and soon became the main criminological center of the country.
Since 1991, the Institute has had its current name. Since 1993, it has been subordinate to the Government of the Russian Federation, with the assignment to it of the duties of conducting research in the field of legal support for the activities of the Government and scientific study of draft laws introduced by the Government as a legislative initiative.
In accordance with the Charter, the Institute is entrusted with participation in the preparation of plans for legislative activities of the Government of the Russian Federation and in the development of draft federal laws; conducting scientific legal expertise of concepts and draft federal laws, as well as other regulatory legal acts under consideration by the Government of the Russian Federation. Carrying out scientific and legal support for the activities of the Government of the Russian Federation and other supreme state authorities, the Institute annually prepares more than 2,250 expert opinions and analytical materials.
