On December 8, 1999, Russia and Belarus signed an Agreement on the Creation of the Union State, which declares the formation of the Union State as a new stage in the unity of the peoples of the two countries into a democratic State governed by the rule of law. The action program for its implementation defines the main directions and stages of integration, including the introduction of a single monetary unit, the unification of energy and transport systems, the creation of a single customs and economic space, deepening cooperation in the humanitarian field, in the fields of foreign policy, defense and security.
