On June 28, 1922, the Board of the Main Political Directorate under the NKVD of the RSFSR approved the regulations on the off-site branch of the Foreign Department (INO) engaged in conducting intelligence abroad. It defined the functions of the Foreign Department, formulated the main directions and methods of its work. According to this document, the overseas branch of the INO was "an organizational center that concentrates all the leadership and management of foreign intelligence and counterintelligence work." As one of the additional tools for solving the tasks facing intelligence, the document provided for the use of illegal work methods by it.
