Devoted to institutions of higher education, whose history begins its countdown on August 17, 1918, when hetman of Ukraine Pavel Skoropadsky signed the law on the establishment of the university. The first rector of the university was the famous linguist, professor, an active participant in the Ukrainian state Ivan Ogienko.
